I would say yes that one is culpable for being deceived.
For Adam was formed first, then Eve; and Adam was not deceived, but the woman was deceived and became a transgressor.
1 Tim 2:13-14.

Also, Bible repeatedly warns us against being deceived.
For sin, seizing an opportunity through the commandment, deceived me and through it killed me.
