It is a common view that "justice" is tantamount to administration of punishment to those who deserve such punishment.
As George MacDonald (1824-1905) pointed out, if that were the case, we would expect Psalm 62:12 to read like this:

To You, O Lord, belongs justice; For You render to each one according to his work.

But it doesn't. Instead it reads like this:

To You, O Lord, belongs mercy; For You render to each one according to his work.

I invite you to read George MacDonald's essay on the real meaning of "justice."

Man judges a person by his past deeds, and administers penalties for his wrongdoing. God judges a person by his present character, and disciplines him that he may become righteous.

God offers us mercy or justice, it's our choice whether we accept Christ's atonement.
