The mind of God and His counsel are eternal and unchangeable

There is no shifting nor turning of the will of God.

Psalm 33:11 (ESV)
The counsel of the Lord stands forever,
the plans of his heart to all generations.

Ephes. 1:11 (ESV)
In him we have obtained an inheritance, having
been predestined according to the purpose of him
who works all things according to the counsel of his
will,

Romans 11:34 (ESV)
"For who has known the mind of the Lord,
or who has been his counselor?"

Ephes. 1:4 (ESV)
even as he chose us in him before the foundation
of the world

The will of God is that all who repent and believe on His Son are predestined (and have been from the foundations of the earth) to eteranl life, while those who reject the purpose (or will) of God are predestined to eternal torment.

Predestined doesn't mean "made you a believer" or "made you a reprobate". It's more of a legal term, like justification. It means Faith in Christ = consequence A, rejection of Christ = consequence B. And this is what the Lord has sworn and determined from the beginning.

Take a look at these:

Luke 7:28 I tell you, among those born of women none is greater than John. Yet the one who is least in the kingdom of God is greater than he." 29 (When all the people heard this, and the tax collectors too, they declared God just, having been baptized with the baptism of John, 30 but the Pharisees and the lawyers rejected the "purpose" [boule] of God for themselves, not having been baptized by him.) (ESV)

The word "purpose" above is the greek word "Boule". It can also be translated "counsel" & "will" http://www.searchgodsword.org/lex/grk/v ... =1012&l=en

This same word is used in Ephesians 1:11 In him we have obtained an inheritance, having been predestined according to the "purpose" [boule] of him who works all things according to the counsel of his will (ESV)


Look at Acts 13:46 And Paul and Barnabas spoke out boldly, saying, "It was necessary that the word of God be spoken first to you. Since you thrust it aside and judge yourselves unworthy of eternal life, behold, we are turning to the Gentiles. (ESV)

Who judged who unworthy? They decided for themselves that they would not repent. Those that do not repent have been predestined to eternal torment, not eternal life.
