No where in this passage that I can see, in where as Israel specifically cried out to God. The text simple reads "Israel cried out because of the bondage, and they cried out; and their cry came up to God because of the bondage." Godly men who in invoke the name of the LORD, actually cry to Him by using His name, as the Men of Genesis 8:26. In contrasting the two, the Exodus crying reads quite different, in that it doesn't say who they are crying out to. In the NASB , it reads they "cried for help", which would suggest they cried to someone, but it doesn't say who it was, but that merely that God hear it. God knows what trials everyone is going through, the godly and ungodly.

In Ezekiel 20, in seems to say the Israelites where worshiping other gods, the gods of Egypt, while they were in the Land of Egypt. Could the Israelites be groaning to these gods, or Pharaoh, to themselves. It also suggest that God saved Israel, not because of their cry, but only for the sake of the LORD's name and His promises. Even in Steven's account in Acts 7 it says God heard their affliction and nothing about Israel crying out specifically to God. However, it seems most commentaries would suggest the Israelites cried out to God specifically. Any thoughts on this?

I think numbers 20:16 leaves no room to question who they called out too.

16 When we cried out to the Lord, He heard our voice and sent the Angel and brought us up out of Egypt; now here we are in Kadesh, a city on the edge of your border.
