First shall be last and the last shall be first

How are we to take the verses that talk about the first being last, and the last being first? (Matt.19:30, Mark 10:31, Luke 13:30)
I've heared some people connect this with Rom. 11:25-27 to justify Israel and The Church being 2 seperate plans/people of God. I see Rom. 11:25-27 as communicating how all Israel (believing Jews+believing Gentiles) are being saved.
