Romans 13:7

In Paul's list here it appears that he acknowledges some governments or people in government might not be owed all things in his list.

Paul does not say that governing authorities are all owed taxation, revenue/custom, respect/fear, and honor.

Just like you pay taxes to some and custom to others, some in authority might earn honor from you, while others are to fearfully respected due to their position even if they do not act in a manner to earn honor.

Any who care to respond, do you see this as a proper take on the verse?

Jaydam,

I'm in agreement with you on this verse. I also believe there is authority given to church leaders (Ephesians 4:11-13; 1 Corinthians 12:27-28) and that the same principle applies to them. If a so-called spiritual leader is actually teaching heretical doctrine, then I give that person no honor and feel no qualms about labeling him or her a false teacher or false prophet. Joel Osteen falls into that category IMO. Also all of the word of faith preachers.
