I know a lot of people think the little horn is the Catholic Church, and I am in no way a fan of the Catholic Church, it is infested with homosexuals and through the ages has been money and preditory land hungry and sensationalized the religion by bringing in Roman rituals, and Pontif titles to make it fit or replace the Roman Emperor worship.
But on the other side, the Roman Catholic Church had a lot to do with the preservation and spreading the Christian religion, Roman/Latin version of Christianity though it may be, but through the dark ages and the middle ages, and even until now, it has promoted the basics Chrisianity.
Could the little horn be the Herodians? They played a major part in outcome of things during the time of Christ and they definately were a puppet of Rome. This is especially true if you have any type of Preterist view of the New Testament.

Don't know for sure. There are several possibilities. Other than the two you mentioned, Israel could also be the little horn. The apostles credit the Jews with killing the Messiah as well as other Christians (even though Rome technically crucified Christ).
I would disagree with you though that the Catholic Church preserved or spread Christianity. They did more perverting and killing than anything else, it seems to me. Sure, they had the original texts preserved, but it's not like they allowed people to actually read them or follow what they said. The few that did know what the bible actually stated and questioned the Catholic church were silenced or killed. What they were preserving was Cathocism, not Christianity, IMO.

By this all men will know that you are my disciples, if you have love for one another. (John 13:35)
I'm not professing any expertise here - just throwing in my 2c worth... (thinking out loud as it were)
The little horn was among the 10 horns on the fourth beast. That would exclude Israel. The 10 horns are 10 kingdoms - Historically the "barbarians" migrated to the Western Roman Empire. In 476 when Rome fell there were ten of them - Angles, Saxons, Burgundians, Thuringians, Alamanni, Suevi, Heruli, Franks, Visigoths, Ostrogoths, Vandals ... (This is from my atlas which names ten - which is neat but I don't know whether it's the same ten that the Spirit had in mind when He inspired Daniel)
Within 100 years of the fall of Rome 3 of these kingdoms were overthrown in the territory of the Western Roman Empire: the Heruli, the Vandals and the Ostrogoths. They were Arians and were oppressing the Catholic population and were overthrown at the instigation of the Bishop of Rome.
The little horn rose up among the ten horns and the papacy fits the bill.
It's not too hard to think of a lot of pompous things the papacy has said - "there is no salvation outside the RCC - Mary is the Queen of Heaven, Mary is the mediatrix, pontifex maximus, the pope is infallible etc. 1260 days/years is pretty close to the era of dominion by the papacy - roughly from Gregory I (590 - 604 to the mid 1800s) unless we take it from the fall of Rome in 476 + 1260 = 1736 ... what happened then (looking in encyclopedia )- this is interesting... from Groliers
Changing times - We use the Gregorian calendar which was introduced in 1582 but there was also the Julian calendar (45 BC) - but that would be related to the beast itself and not one of the horns.
We're looking for someting that arose from the 10 horns of the 4th beast and is around until the second coming.
