Wicked Kings?
I seem to remember that in the Old Testament, when the people got particularly wicked, God set a wicked King over them. Does anyone know where these references are?

It may not be the reference you are thinking of, but Zechariah 11:15-16 mentions this idea. The evil king is referred to as "a foolish shepherd," but the concept is the same.
