Exodus 4:11

Exodus 4:11 So the Lord said to him, "Who has made man's mouth? Or who makes the mute, the deaf, the seeing, or the blind? Have not I, the Lord?

I didn't think God was like this, and would do things like this. So either I have a wrong understanding about God and his character, or it's this passage I am misunderstanding. Any thoughts anyone?

I think it's similar to Isaiah 45.7 about does God make evil or calamity. Either it's because since God made everything and allowed the fall which resulted in curses which resulting in diseases causing blindness and deafness and muteness or maybe it's hyperbole.
But i think the former.
