When Paul mentioned "us" he meant that among the whole nation they are the one who responded to the calling Of God. This shows that God calls everyone but few will respond to his calling.

Romans 9:24
Hi Devin,
I will give an example. If you are a basketball coach and you called your 10 players but only 5 responded you can say that you called those 5 players when what you really meant is that you called them all but only 5 responded. It is the same with what Paul is saying when he said "us". God called the whole nation but only them ( Christians ) responded.
Therefore to create a doctrine of election from this passage is not right.

I didn't create a doctrine of election from that verse.

Do you believe that those who responded were predestined to respond?

I want to give another example. In the past Mrs. Rose who is a teacher only invites her female students to join the science club but later on her female students became stubborn therefore she called her male students to join the science club also. But out of 30 male students only 15 responded to her calling and out of 30 female students only 5 responded to her. She named her science club team "The Chosen One".I was one of the students whom she has given the authority to invite other students to sign up for the science club and I was very happy therefore I proclaimed to the whole school that even us whom she called, not of the females only, but also of the males. The word "us" in the underlined sentence is referring to the students ( female and male ) who responded to her calling. It is the same with what Paul was saying.

Your question is tricky.

I believe that everyone are predestined to be with Christ but only few will respond.

This plan of God will never be broken by God but it can be broken by humans through the free choice that God has given us.
If you add free choice then it will makes sense to you.

but hasn't every man that is born in adam broken the plan that God has for man? does that mean it is our free choice which initiates God's saving work?

Rom 8 speaks to this

vs 29-30 "For those whom He foreknew, He also predestined to become conformed to the image of His Son, so that He would be the firstborn among the bretheren;and those He predestined, He also called; and these whom He called, He also justified; and these whom He justified, He also glorified."

"Those ", means that some are not predestined. So obvoiusly not everyone is predestined.
