Hey Christopher, Not really a question only an observation, as I stated. But maybe to clarify what I was observing, you said:

It seems to me that Paul is still addressing the anticipated question in verse 1.

11:1 I say then, has God cast away His people?

And sharing his desire in vs. 14...

Rom 11:14
14 if by any means I may provoke to jealousy those who are my flesh and save some of them.

I was going one step further and referred to the statement that not Israel is Israel.
