As I recall, the DSS exhibit did make it clear that the Qumran-Essene theory was the prevailing theory, but not the only one. One of the exhibits did, if memory serves me, discuss the Jerusalem theory. That being said though, one did come away from the exhibit with the impression that the scrolls most likely came from the Qumran Essene community.

Like I said earlier, I haven't been keeping up with DSS research much lately. If I'm not mistaken, the "Qumran-Essene-Theory" (of DSS origins) is still the status quo these days. But I know an increasing number of scholars see the Scrolls as a collection or collections that came from all around Palestine and even possibly outside it. I think it has been accepted for some time that some Scrolls probably originated in Jerusalem.

I don't know if you can still listen these lectures from July 2000 but:
"The Fragments" Seminar on the Dead Sea Scrolls, with Rachel Kahn
Panelists include: (the legendary, imo) Geza Vermes, Emmanuel Tov and Lawrence Schiffman. I can't recall if Schiffman talks about the Qumran-Essene-Theory here or if I saw him on PBS. Some of this stuff may be outdated. Especially since DSS research is blossoming at such a fast rate!
