I'm not a preterist but i'll take a partially educated guess. Perhaps the new heavens and earth may be the New Covenant and in it righteousness dwells through Christ himself.
Righteousness had to exceed what the Pharisees believe it to be (Matthew 5:20).
Compare the covenants, one of condemnation (which was glorious) and the other of righteousness (which was more glorious) - 2 Corinthians 3:9
I have bolded those two particular stages of glory for later talks in 1 Corinthians 15...should we ever get around to that chapter...
